Builder programEvery rated window carries an NFRC label, and two of its numbers matter most in the desert. SHGC, the Solar Heat Gain Coefficient, is the share of the sun's heat that makes it through the glass and into your room. U-factor rates the whole window on how freely heat passes through it. For both, a lower number is better. A third number, Visible Transmittance, tells you how much daylight comes in. Low-E glass carries a thin, clear metal coating, and that coating reflects heat.
Every Maricopa County address, Chandler's included, sits in ENERGY STAR's Southern climate zone. There, a qualifying window needs an SHGC of 0.23 or less and a U-factor of 0.32 or less. A sliding glass door needs the same SHGC and a U-factor of 0.28 or less. Why does that matter here? The National Weather Service station at Phoenix Sky Harbor averages 111 days a year at 100°F or above. Its average July high is 106.5°F. Readings vary across the Valley, so treat those as a rough guide for Chandler, not a forecast. Most homes in the city went up in the 1980s, 1990s and 2000s. Chandler is split between SRP and APS, and your address decides which one serves you. SRP customers may qualify for $3 per square foot on ENERGY STAR replacement windows installed before April 30, 2027 (terms verified October 2026 at srpnet.com). APS lists no window rebate.
Chandler's Homeowner's Building Permit Manual (April 2026) requires a permit for remodeling work it doesn't list as exempt. Window replacement isn't on that list, and same-size swaps aren't addressed. So we confirm your project with the city's plan review staff before work starts and pull any permit it needs.
Ocotillo and Fulton Ranch are HOA communities with approved window colors and architectural review, so get the HOA's sign-off before you order. Silk Stocking is a historic district on Washington and Coronado streets. Alterations to its designated homes need a Certificate of No Effect or a Certificate of Appropriateness from the city's historic preservation officer.
The city's Exterior Home Improvement Loan is for income-qualified owner-occupants. It offers up to $20,000 for windows, exterior doors and weatherization, fully forgiven after 5 years. The city's Emergency Repair program, a grant of up to $10,000 for the same owners, covers broken glass and windows or doors that don't work. Ask the city whether you qualify.

ENERGY STAR's advice for climate zone 2, which includes Maricopa County, is R49 for an attic with no insulation. If the attic already has 3 to 4 inches, it suggests adding R38. Higher R-values slow more heat. In a finished attic, we usually top up with blown-in loose-fill, and our crew checks what you have before we price anything. Rooms that take the afternoon sun need glass with a low SHGC, so less of the sun's heat gets in. Milgard's SunCoat, a two-coat Low-E glass, is standard on all its dual-pane windows and patio doors and cuts UV rays by up to 84 percent. Milgard says SunCoatMAX, with a third coat, blocks more solar heat than two-coat glass. Milgard points out that blocking solar heat gain is the main focus in hot southern climates.
Bedroom escape windows have minimums under the 2024 IRC, as Phoenix-area cities enforce it. The clear opening has to reach 5.7 square feet, or 5.0 if the window is on a grade floor. Width has to be at least 20 inches and height at least 24, and the sill can't sit more than 44 inches off the floor. We measure each bedroom opening and ask the city how the rule applies to your swap.

Sliding, multi-slide, folding and swinging patio doors, plus entry doors. Milgard makes Tuscany and C700 as both sliding and swinging patio doors, so a new door can match the windows next to it. A wide slider is a lot of glass, so the same advice applies: pick a low SHGC if it takes direct sun. Tell us the width of the opening when you ask for a quote.
Milgard's standard warranty is the Replacement Product Lifetime Limited Warranty. It covers the original buyer for as long as they own and live in the home. After a sale, the warranty transfers and covers later owners for 10 years. The glass seal is covered for 20 years, and hardware and labor for 10. Glass breakage isn't covered, except stress cracks in the first year. An optional upgrade adds more, and our Milgard page explains it.
Phoenix Sky Harbor set its record of 122°F on June 26, 1990, and in 2024 it logged 70 days at 110°F or more. That's one station, and Chandler's readings can differ.
