To qualify here, a window needs a U-factor of 0.32 or less and an SHGC of 0.23 or less. Patio sliders face a stricter U-factor cap of 0.28. Over in Phoenix, the Sky Harbor station averages 111 days a year at 100°F or hotter. Temperatures vary across the Valley, yet a west-facing window in Mesa still bakes through the late afternoon.

SRP supplies most Mesa homes. Near downtown, though, the City of Mesa runs its own electric utility. Since SRP rebates are for SRP customers alone, look at the name on your power bill before you plan on one.
Mesa waives the permit for window replacement when each new window fits the existing opening and rates the same or better on energy. Resize an opening, or turn a window into a door, and you need one. Our window replacement page covers the details.
Homes in Mesa's 8 local historic districts need Planning approval for window work. In Eastmark, Las Sendas and Red Mountain Ranch, the HOA has approved window colors and runs an architectural review.
Census data puts 23.9% of Mesa homes in the 1980s, 19.2% in the 1970s and 17.5% in the 1990s. In all, 29.0% were built before 1980. Older openings and attics deserve a careful look, which is why nothing gets ordered off a guess.

Window changes are reviewed, and the city can deny replacing original front windows. Call the city's historic preservation office before you order anything.
If SRP is your utility, they may. SRP pays $3 for each square foot of a qualifying ENERGY STAR replacement window. The window has to rate 0.32 or lower on U-factor and 0.23 or lower on SHGC.
